Sketcher and surveyor, who seems to have arrived from Devon. He took drawing lessons from Conrad Martens in 1848. In 1853 Willis was employed as a surveyor in the Surveyor-General’s Office. He was elected an office of the New South Wales Academy of Art in 1871. Willis’s panoramic drawings in which ‘every prominent point and height and depth was determined by the theodolite’.
