Chairman of the Victorian Railways, Harold Clapp, established The Victorian Railways Public Relations and Betterment Board as part of a campaign to launch the Spirit of Progress – the first new train constructed during the Depression era. Clapp was an aggressive Chairman of Railway Commissioners who was determined to keep Victorian Railways prospering. This book was a promotion book for “The Gippslander”.
